Declaration on the protection of archives, libraries, museums and heritage places during armed conflicts and political instability Statement

In commemoration of the 70th anniversary of the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, the International Council on Archives (ICA), the International Council of Museums (ICOM), the International Council on Monuments and Sites (ICOMOS), and the International Federation of Library Associations and Institutions (IFLA) have issued a joint declaration. This declaration expresses profound concern about the ongoing devastation of cultural heritage caused by conflicts and political instability.

Released on May 30, 2024, the declaration emphasizes the critical need to protect heritage sites amid armed conflicts and political turmoil. It underscores the vital role these places play in preserving both tangible and intangible cultural heritage and in uniting communities. Cultural heritage is integral to recovery efforts and peacebuilding.

The organizations behind the declaration strongly denounce the immense loss of life and reaffirm the importance of prioritizing the protection of all individuals. They condemn the destruction of cultural sites and call on all parties to safeguard libraries, museums, archives, and heritage sites. These institutions are crucial for preserving history, fostering community cohesion, and supporting recovery. The declaration also highlights the significance of international collaboration and the essential roles that cultural institutions play in promoting peace and democracy.
